ATC: Approach guard msg... Empty ATC: Approach guard msg...

When running approach at someplace like KNUC, should I use the guard command and get everyone under my control, or should I just move people around where I see a conflict arising?

If you are approach at an airport you need all planes in your airspace on your approach frequency. Not just conflict areas. That's the whole point of approach, to sequence inbound planes and never come close to conflict.
